So Prop. 13 both reduced state income by killing taxes on appreciated property *and* it prevented affordable housing somehow? Aren't these theories mutually exclusive?

Prop. 13 imposed supermajority requirements on most tax and bond votes, which does make it harder for governments to raise funds for pretty much anything including affordable housing.
