Step one: stop it getting worse by stepping up antitrust enforcement. Too fatalistic to claim Dems don't care. FTC had incredible staff economists proving the harm of mergers with retrospectives like this. Step two: break up last 20 years of merged hospitals.

Enforcement has already stepped up. FTC went to trial and won when blocking a merger taking Toledo from 4 to 3 hospitals. But it is a very slow process.
