There’s also a very clear temperature difference between the top states and the bottom states. Does that play a role? If so, what is that role?

Yes nice weather makes voters lazy and causes them to absolve themselves of playing any role in supporting minimum standards of living for the poor because they can just rationalize to themselves that homeless people “move here for the weather.”
