Recalcitrant Suburban govts, which don’t really spend much $$$ on homelessness to begin with, and force them to the table.

No one wants a NY style right to shelter on steroids. It leads to warehousing, drains resources from permanent housing, etc. We‘re working on legislation to expand shelter access statewide & set standards for shelter, all with an eye toward permanent housing as the ultimate goal.
