do you think there's really a shortage of 3 bedrooms though? between the empty nests and people advertising for roommates on Craigslist it doesn't seem like there's a problem to be solved.

For families? Absolutely. You can see it in the declining school district enrollment numbers in the bottom part of the peninsula/South Bay. It’s partially bc empty nesters can’t/won’t leave & we’re no building new family-sized units.

How would you incent bigger unit sizes?

Not sure. But I think we need to be open to the idea that large units can either be used for multi-generational families, and/or groups of single 20-30 somethings co-housing/Co-living.
