It pays for itself? Average CA electric bill = $90/month, over 20 years is $21k per household. The remaining $49B leaves us with $2.5B/year to cover. But last year’s total cost of wildfires was $3.5B (plus the incalculable loss of lives and livelihood)

Many WUI areas are more rural, poorer. It’s a lot to ask someone to front that, massively increases costs of home building in those areas relative to incomes.

True off-grid is very difficult to achieve with solar plus storage. Requires large capacities of both, and the latter is still very expensive. Solar plus storage is much more effective when used with the grid to shave off the peak load that the grid finds hardest to supply.

I think a key question to answer is what is the true cost of grid supplied power with the risks priced in this "new normal." Has our (non fire risk zones) been subsidized by uncalculated/priced risk. Does this added cost make a transformative energy policy competitive?
