This is extremely reductive and defensive. There are things that the private sector has relative advantages at and things that the public sector has advantages at.

The point is legit though that large scale transit projects often acquire land in communities with low political capital (frequently communities of color). Shifting power to those communities would presumably ameliorate some of these issues. But Q is how we do that.
