Substance: Newsom is projecting prudence by emphasizing that 86% of new spending is one-time money, not ongoing commitment—a Brown-esque move that will likely frustrate some labor unions (you can’t hire people w/ one-time $)

Huge clash with Brown evident in Newsom’s comments about a longitudinal data system that tracks student performance over time. Newsom says he’s committed to it. Brown derided the concept in several exit interviews.

I’m left wondering if this clash is generational or philosophical or both. Newsom has long embraced using technology to improve government. Brown said he fears a student database could be misused like eugenics.

Style observation: Newsom is name dropping like crazy, giving props to specific legislators and state officials as he tucks thru budget items. Don’t remember Brown being so chummy.

Budget nugget: $75 million to move toward the bail reform Brown signed last year with new pretrial programs in 8-10 courts. That’s even though a referendum to overturn the law will likely be on the 2020 ballot.

Another nugget: budget foresees approval of new “water, fertilizer and dairy fees” to clean up water supply in the Central Valley, an effort that has stalled in the Legislature for a couple years. Requires 2/3 vote.

Worth noting Newsom seems to be in honeymoon phase with the press too, delighting in questions and back/forth. He’ll get sick of us soon enough, I’m certain
