What is the longer term strategy here? California takes it over and then the state govt has $30B of fire liability from the last 2 years and then that crowds out spending on other priorities?

That’s why we can’t let up on the demand to make public utilities a priority for California. PG&E has a documented history of preventing community choice power in the state

they're currently trying (and succeeding, thanks to CPUC) in charging CleanPowerSF for the "lost revenue" because our CCA is currently *cheaper* than their power.

it's my understanding (and plz correct me if I'm wrong because I'm not an energy expert) that CCA is another middle man to negotiate power source, but PG&E is still the entity ultimately responsible for upkeep of the physical wires and poles, no?

Correct. CCAs retail energy delivered to customers over PG&E wires.
