I agree Prop 13 reform necessary. Land use decisions by city planners are driven by what generates fees & sales tax revenue, not new housing. But fundamental issue today is exploding pension costs for public safety employees are bankrupting cities https://youtu.be/tQzjBabDMRM 2/2

The starting question should be why are CAvcities running significant budget deficits despite booming local economies generating record tax revenue? When have CA cities ever run deficits during an economic expansion? Fiscal ills are not due to lagging property tax revenue 1/2
