If you were persuaded that an ideology were 25% responsible for lifting 400 million Chinese out of poverty, but it also reduced affirmative action policies to the point of their not being very effective in the United States, how would you evaluate such an ideology?

I don’t think those are a consistent ideology. One is state/soft authoritarian implementation of some market-based reforms. The other is reversing maybe less than 10 yrs of real effort at redressing institutional, state-backed discrimation in job, housing & education markets.
