Policy I've never seen anyone, even hardcore socialists, suggest, but which seems kind of interesting: Buy out landlords and give people their apartments as condos.

because people have been talking about it for years. It's just hard to execute at scale one land values have gotten out of control.

yes, so people would have to decide they want to spend government money differently on housing. They'd have to decide that we should acquire and CLT lots of housing, rather than subsidizing mortgages for upper middle class homeowners.

usually what happens is people only talk about CLTs once it's too late and land values are too high. If you were to do a smart Bay Area strategy, the region would CLT East Oakland & Richmond like, now.

Still, the practical problem of buying out enough land would be enormous. Google needed a sophisticated straw-buyer cutout and years to assemble parcels in San Jose.
