usually what happens is people only talk about CLTs once it's too late and land values are too high. If you were to do a smart Bay Area strategy, the region would CLT East Oakland & Richmond like, now.

Still, the practical problem of buying out enough land would be enormous. Google needed a sophisticated straw-buyer cutout and years to assemble parcels in San Jose.

Even if the entire mortgage deduction was eliminated and distributed to all below median income households, eliminating it would amount to about a $550 subsidy per household. Not that getting rid of it is a bad idea, but it's difficult to see how it would substantially help.
