Not so. We have a societal obligation to ensure those who consume the "commons" share in the burden of its consumption. The BOS is as good a choice as any since it is democratically accountable. There is ample evidence of regulatory capture when accountability is lacking.

who is consuming more of the "commons" in SF? The single family homeowner on in St. Francis Wood, or the SOMA apartment dweller. Why does a buyer of a new condo have to effectively pay 20+% extra to fund affordable housing while the buyer of the St. Francis Wood mansion doesn't?

Existing residents of the Mission have paid over the years for the infrastructure - schools, libraries, hospitals, etc. - which the new Mission resident gets immediate access to. A contribution to affordable housing is essentially buying into that infrastructure

is it possible that people who buy housing in the Mission have also probably lived there for years, and hence their years of experience living there, may have convinced them to live there permanently?

you may notice the author spent years at @BRIDGEhousing, @MidPenHousing, which are non-profits, building BMR housing. Also served on Oakland Housing Authority commission. When you have spent decades *actually building* low-income housing, come back with your informed suggestions.
