I apologize if I don’t know this but do you have a clear recommendation on hate speech that devalues or dehumanizes certain groups and contains a plausible risk/threat of real violence?

I think the second conditional is redundant. Dehumanizing and devaluing is on the direct path of threat of real violence. And I hope policies reflect that.
