Private technocrats. Public technocrats ran American society from WWII through the moon landing via the military industrial complex. But then the invention of venture capital created a compensation system for that activity to move into the private sector.

Yes. Which allowed the private sector to become more influential in matters of policy, perhaps superseding the legislators in awareness of the impact of their technologies. It’s no loss on me that the nation state funded and created current tech growth.

How the private technocrats use that to change the world remains unseen. Their growth and power remains relatively unchecked. Of note I’m pretty pro socialist democracies, assuming we can shake some dictators and support globalization in the process.
