They’re reactive more than passive. SF is still a tenant majority city so there is leverage in that.
On upcycles, they’ll be reactive to housing and displacement but the bond sizes or funds they can raise are too marginal. But then on the downcycle they’ll be super-reactive to budget cuts and layoffs and do whatever possible to stabilize the city’s financial situation.
