Economics of HSR make this impossible. Demand for Palmdale-LA travel is WAY higher than for NorCal-Palmdale, so every ticket of the former you sell is a ticket of the latter that you likely can’t, meaning the former ticket price ends up having to be closer to full NorCal-LA price

There’s a reason that SNCF wanted to come in and cut out a lot of the intermediate stops. Around the world, HSR isn’t used for commuting by anybody who couldn’t afford to live in the high-cost areas if they wanted to

Also: the environmental impact of flying is awful. Commuters between SF and LA would majorly lower their carbon footprint by taking the train.
