I wonder how 1950s and 1960s California afforded the huge infrastructure of the era: tons of freeways, state water project, huge UC & CSU expansion. Were taxes absurdly high? Or is it easier to build new than maintain?

Good question. I'm no expert, but I'm sure that Prop 13 must be at least partially responsible.
