This can be counterproductive as less affluent homeowners feel they're getting stuck with all the apts and downzone. Making all areas take affordable housing was political basis for IZ in MoCo

I agree - if you are exclusionary, seems like you should (at the least) not get the tax benefits of being exclusionary going forward. If current Piedmont or Atherton residents want to be exclusionary, they should pay full property taxes on their appreciation at least
