      Kim, this is really great, but will it count workers who are invisibly homeless? Because the state is full of fulltime workers illegally or legally sleeping in cars and on boats or in campgrounds who don’t exactly register as homeless.

      The PIT methodology tries to account for more than just a visual count of unsheltered folks by also working with service providers to get a sense of how many people they interact with per year. I think @JeffKositsky could say more.

      I guarantee none of the cocktail waitresses I worked alongside for several years would dare apply for “services.” There’s a deeply uncounted population.

      It also creates a "housed"/"unhoused" binary when it would be much better to talk about housing quality standards and level of legal permanence of housing. It is silly that an RV if legally parked in an RV park space is "housing" but if parked along a street it's "homelessness."

      Look at the full parking lots in the marinas at night just in marin county. All those working class men sleeping on their boats “illegally”, worrying about being evicted from their paid slip. Once evicted, they anchor out. Is an anchor-out homeless? I’d count him as homeless.

      You should ask Marin County officials what your government's methodology for PIT counts are. I would venture a guess that it's far less rigorous than SF, where this has been a far more visible issue for the last 35 years.

          IIRC, PIT count methodology that feeds info to HUD is largely standardized per HUD guidelines. Local reports do vary as you know -- e.g., SF's local report tabulates RV residents separately -- but my understanding is HUD wants data in standardized formats, some of which suck.
