The PIT methodology tries to account for more than just a visual count of unsheltered folks by also working with service providers to get a sense of how many people they interact with per year. I think @JeffKositsky could say more.
I guarantee none of the cocktail waitresses I worked alongside for several years would dare apply for “services.” There’s a deeply uncounted population.
This is a great example of why we need more PIT count volunteers who are working their own neighbourhoods - a quick walk-through of mine might count 15-20 people obviously living in their vehicles, but would likely miss the additional 20+ 'DL' vehicularly housed I see daily.
Agreed. But what about displaced San Franciscans still working in SF and sleeping overnight on federal or state property, alternately here and neighboring counties? This is very common as a means of both avoiding harassment by cops and minimizing risk of being assaulted.
