Having somewhat limited exposure to the people involved, it feels like ex-Cato people who were unhappy with Cato. It doesn't feel like an overarching project masterminded by a donor.

The founder, Jerry Taylor, has a pretty convincing conversion narrative about how debating Joe Romm got him over the climate denialism that afflicts the right. He started Niskanen before Trump was considered a serious presidential contender.

based on my relentless focus on land-use (outside of every other thing that will also be affected), it feels like many American legal and cultural norms around physical land, property will have to just change substantially over the next 2-3 generations.
