Retail and commercial sq ft also pays for the overall financing and loan of the proposal, so when someone says “I don’t oppose the project, I just want the retail gone” they’re de facto saying they oppose the entire project.

Unless the neighbors are willing to allow an upzoning to 8-10 stories, which I would LOVE, an “only housing and nothing else” project is not possible. See “prop 13” and “fiscalization of land use” for more details
