The reverse was promised with Prop. 13 — that if tax rates were slashed landlords would pass on savings to tenants. They didn’t do a wave of rent control ordinances passed in the following year, 1979.

The argument “taxes just get passed on” misses the second order effects. If taxes were high, tax payers would be urgently demanding a fix. The obvious one would be more housing. Solving this 40yr problem is gonna incolve some short-term pain for people living in piggy banks.
