That is a good question. Is the data correct here @SPUR_Urbanist? I read enough NYC/SF PIT data to know that they are roughly the same per capita.

the label says "los angeles city and county" so maybe it's an apples-and-oranges comparison? not that there aren't non-LA cities in LA county with homeless problems but this would also include large swaths of affluent suburbia
