      It goes back several decades farther than that in California. In 1978, then @jerrybrowngov warned voters if they passed Proposition 13 to roll back and cap their property taxes, it would probably mean CA universities would have to start charging tuition.           However, we did have a huge problem with the elderly who owned homes free and clear but were losing them over the high property taxes.

          Knew someone who went to UC Berkeley in the late seventies. It wasn’t free. There were fees of about $1800/year but, you’re right, this was not tuition as such.

          Community college was free. UC and CSU had fees but no tuition. Prop 13 was sold as “don’t tax grannies out of their homes” but it was really a windfall for corporations. By playing games with how ownership is listed, corps could avoid reassessment forever.
