Knew someone who went to UC Berkeley in the late seventies. It wasn’t free. There were fees of about $1800/year but, you’re right, this was not tuition as such.

Community college was free. UC and CSU had fees but no tuition. Prop 13 was sold as “don’t tax grannies out of their homes” but it was really a windfall for corporations. By playing games with how ownership is listed, corps could avoid reassessment forever.
