I question your presumption that the population is "active." What does active mean? Does it mean tweeting? Because I've checked voter turnout in areas like SOMA and your theory doesn't square.

if people actually turned out, we would've had different local outcomes in this month's elections. But instead, Cupertino elected a bunch of NIMBYs. Palo Alto barely held steady. Mountain View threw out its pro-housing candidates, etc etc etc.
