Then as a percentage SF has seen a decline (I think the last estimate I saw was 884k compared to 751k in 2006 when I moved to SF or 767k in 2008 for total SF population which is over 15% growth in 10 years for total population

some data is at https://sfgov.org/scorecards/safety-net/homeless-population … (which is the count every 2 years done on a single day) - so is just one data point but largely shows some growth from 2007 to recent years but broadly stable as you noted - curious how SF's methodology compares to other cities re count

absolute numbers not changing much AND conditions being horrible aren't mutually exclusive (and if anything they likely are related - if conditions are horrible people who can find an alternative will take it - leaving behind the most desperate and troubled)
