And though I don't think it's realistic, the Empire Corridor fits the operational parameters to a T. But you'd have to pry rights to half the Water Level Route ROW away from CSX, and operating rights away from Amtrak.

So as I read this, the rosy projection is that VTUS+HDC to Palmdale could attract ~14-15 million riders per year by 2024 or so. Almost certainly optimistic.

Anyhow, CA should quit building roads, but the rail aspect of the High Desert Corridor would seem to be reasonably strong. And it's worth pointing out that this is a situation where Brightline/VTUS is likely to benefit from significant public investment.
