Often when people think their governing institutions are incompetent (or in this case a quasi-public/private utility), it’s bc the people themselves haven’t given a clear mandate (& necessary resources/$ for that mandate). Wild that we're so close to the financial break even point where it'd be cheaper for any new development to just be electrically self-sufficient rather than extend the grid. The Net Zero new home rule for 2020 is most of the way to that!
