The options are expensive. Powerline undergrounding is $4-5M per mile in the Bay Area. Tree removal is $2-3K per stump.

In this case PG&E is not so much quasi-public but a practical for-profit monopoly with $1B++ annual profit that has had quite a few avoidable disasters in recent years.
