Design a good replacement. Maybe each city's property tax is limited, but all properties assessed at fair market value. Then, combine that with a very slow transition. 30 years.

And yeah, I mean full 13 repeal, not this half measure. At least we need residential reform. Basic stuff. No vacation houses. No benefits over $3 million in assessed value discount. Etc.
