Why do they dump these updates at 9:30pm ET on a Friday ensuring there is no media coverage?

This is not accurate. They have been doing regular reports, every day, at 6 pm Pacific time, when their workday is done. Today happens to be Friday.

Yes. (But also, no) There are expected to be many duplicates on the list. But this list is in flux, and contains all the reports of those missing, minus those who have been found. Final expectations from those I talk to says death toll will be in hundreds.

(Often in these fires, there's a lot of lag between people being found, and being crossed off missing person totals. De-duplication also lags.)
