Yup. And neither California nor SF nor Oakland nor any other large Bay Area goverment has a rainy day fund without a loophole that allows it to be looted in a non-recession year. People who want to spend this money should look at what happened in ‘07 first.

Spending this sort of surplus revenue on one-time costs like construction of affordable housing is actually somewhat reasonable. The real reason the state shouldn't be dumping money into SF's affordable housing trust fund is that our costs are insane and it's all self-inflicted.
