Exactly. This argument is made very selectively by the people involved here. It's not a bad argument viewed in isolation but if you pay attention to local politics here for a bit you realize everyone continuously makes it on all sides.

And don't get me started on the attempt to turn bad policy into good and good policy into bad by reducing the whole idea of policy analysis to something you put between quote marks to use as a group identifier.
