I suppose that's good on some level but what other substandard materials or shoddy construction techniques did they use?

Design flaws could be shored - seems more problematic if the whole of the terminal uses substandard steel.

How is brittle steel better than a design flaw?

I’m guessing you’d then know exactly what other parts are affected, after tracing the specific batch of steel back to the foundry. A design flaw might indicate that there are others unknown flaws and imply a full design survey by 3rd party (very costly I presume.)
