I never had this problem when I turned 18, because I grew up in Minnesota. Same-day voter registration. Just show up at the polls and you can vote! When I moved to Virginia, I was in for a nasty surprise. I almost missed the registration deadline last year.

San Francisco and California is really easy. You go to a website, fill out a form and they send you a ballot a few weeks later. Or nowadays you can vote up until the very last day w same day registration.
