I just don’t understand why they don’t focus on legacy admissions, which are much larger than the small number of LatinX and African-American students who get in.

Do you have data on this? What I've seen suggests the legacy preference is small in comparison. At Michigan, black/hispanic turns a 3.0 gpa student into a 4.0, while legacy turns them into a 3.2.https://talk.collegeconfidential.com/college-admissions/78397-150-point-scale.html …
