If you sat in actual hyperlocal election campaigns or meetings throughout suburban govts in California, the withholding of federal transit dollars is almost never mentioned as a concern.

Look. I get your point. There's no federal agency that oversees "zoning," per se. But I think you too quickly dismiss the broad power of $ and policy recommendation.

Ad homenim! Ha! I've worked on trans plans since '01. Hundreds of city/county mtgs. Only projects that make it to public are those that stand snowball's chance (read: could get funded). Public largely has no idea where $ comes from, so why would that be a barometer of influence?
