Let’s brainstorm… if getting the approval to build took fewer yrs & involved less uncertainty (CEQA anyone?); if fewer concessions were extracted from developers by cities; if permitting fees were reduced; if talk of trade war with big lumber providers to the North quieted down;

…and if building rights were granted for more density; Maybe then projects at lower-price points per square foot would pencil in more often (and would involve lower construction costs as well)
