every time these orgs produce a decision that causes real harm (either in lives, or national security, or what not) you can always ask them what their *process* was. Who were the key decision-maker(s)? What factors were weighed in the decision? What policy guided the outcome?

if they are unable to be transparent with you, you can ask what public body or set of publicly accountable decision-makers could compel them to share that process or set of policies? If none obviously exists, what precedents are there that might lead toward that?
