Noted. But the cities are at risk of being flooded while the burbs will continue to burn. We also want density, which means more people piled into flood zones. Doesn’t it?

Is... every part of every city at risk of being flooded? Or just certain parts? There are also many burbs that are not in the WUI and are not at risk of burning.
