Yes. I live in Bernal Heights and many of my close neighbors have lived here for ~30 years. Several say they are locked in and can’t move, because if they’d move across the street, their prop tax would explode beyond what they can afford. It’s a gridlock kind of situation :–/

This is the also the same condition that rent control purpotrates on the rental stock. I have single friends who have two bedroom apartments because they’re priced into more space than they require; a family who kept an extra apartment after moving because it was subsidized.

Don't forget also that native Californians reserve the right to complain about developers reaping enormous profits from building said housing for the new more affulent residents.
