Yes, but Tony directly highlights how to lower housing costs (lower interest rates via public banking) and how to fund more affordable development (using earnings from that interest to reinvest directly into more housing). The $700k number came from housing on the shipyard.
Though in an alternative universe where the shipyard is clean I bet the housing prices would be $900k.
saying "housing is a right" isn't a very useful frame. no question it's a human necessity but it's a good that's rivalrous, excludable and locationally unique. you could (for a trivial expense) build a shack in the desert for everyone, but that doesn't get you very far.
