So what policy do you think threads the needle between the two following questions: How do we expand renter protections without damaging the capacity to build more housing amid population growth? How do we expand housing capacity without displacement in California?

You need to spread enough of the new value around to get property owners to sell, to draw additional labor into construction to alleviate worker shortages, etc etc. Near 100% value capture means very little new housing will actually get built.
