From what I gather, this is misleading. The number of students studying overseas has grown exponentially but the number of spots available to stay in host countries is stagnant. The more telling tale is the growth in those studying overseas.

There were several shocks, first was actually 9/11 when it became much harder to get a student visa & anti-immigrant sentiment ramped up. Prior to that, it was largely unthinkable to return to your home country but many immigrants started having that discussion after 9/11.

In the 1980s, there were only a few thousand Chinese students in the US. In 2007, it was about 81,000. In 2017, it's around 360,000. There are only 85,000 H1B immigrant visas -the type college grads usually qualify for - per year, and that's for the entire world.
