I think this is a reasonable retail policy for SF, despite my feeling that government is generally evil and that anything they do regarding tech is likely to be terrible. Probably should’ve done this as part of the tax break discussion.

No it’s real. Lots of retailers and restaurants were hoping to have more business and they’re not seeing any foot traffic.

many other ways to address issue in productive manner - tech companies purchase goods directly from retailers and restaurants (e.g.: ezcater), retailers sell to catering company, etc..

It’s not bad policy, in principle. Market should be able to provide basically the same thing at nearby restaurants as a result. But you have to ensure workers at said companies can afford outside food.
