To me this reads more like evidence that many in SF are still not ready for safe-injection sites, they're just using Trump/Sessions as cover for punting on something they're afraid might turn unpopular. It's not like SF (and CA) aren't openly defying Trump in all kinds of ways.

Not really. The threat of fiscal revenge is a lot more immediate than armed agents kicking in the door. New York does not appear to be any closer to fruition than S.F. The same obstacles apply. And de Blasio — and any mayor — can claim to have pushed on this only to be thwarted by the fanatical feds. There's a difference between advocating for sites and actually establishing them.
