I also think there's something to be said for *setting* the agenda. Ideally, a strong leader would pursue their own issues, and then get the majority of their faction (and even others!) onboard. Sometimes that looks like establishment politics, but can also look like leadership.

I'd argue that if you're trying to set a party's agenda that's slightly different. I'm talking more about candidates who are just content with the party line the way it is.
